#64 – ARE THE FEDS MANDATING ERM? YES. – GREG HUTCHINS

Greg Hutchins pixOffice of Management and Budget (OMB) is requiring US agencies and departments to manage risks at the enterprise level.

Why?

Ebola?  Wars?  Shootings?  Civil unrest?  Global warming?  Droughts?  You name it.  The unexpected is happening – all to often.  The unexpected has become the expected.  Not only in the US – but the world over in government and the private sector.

Are we talking about financial controls?  The feds already have Circulars A 11 and A 123 addressing financial internal controls.

David Made, the controller at OMB, believes that this should be broadened across the entire organization, particularly around mission critical programs.  In a conference last week, he said: “Some of the controls we put in place, that discipline and that adherence to that discipline are the kinds of things that you need in the VA, or that you need at the IRS, or in CMS or in HHS?”

To that end, Mader said OMB believes an enterprise risk protocol needs to exist across government.  OMB will issue guidance in Q2 of 2015.  He does not expect that legislation will be necessary.
